Latvia Electronic Travel Declaration

Latvia introduced an Electronic Travel Declaration requirement from 1 September 2025 for certain foreign nationals. The declaration is separate from a Schengen visa and does not replace the visa process.

The Latvian Ministry of Foreign Affairs says the declaration must be submitted at least 48 hours before arrival in Latvia, including transit. It also lists exempt groups, including citizens of many EU, NATO, OECD, EEA, Swiss, and other named countries, as well as third-country citizens who hold visas or residence permits issued by Latvia. Foreign nationals who do not fall under the listed exemptions must submit the declaration.
